PRESIDENT Donald Trump has slammed Joe Biden for "not condemning" the violence in Philadelphia following Walter Wallace Jr's death.

Speaking to supporters in Las Vegas on Wednesday, Trump condemned the violence that's been unfolding since Monday, when Wallace – an unarmed black man in a mental health crisis – was shot by police.

Trump said the violence has to be "stopped," and local leaders are responsible for that.

He said the federal government "doesn't send" in federal officers "unless they're asked to.

"If they ask, we'll be there very quickly," Trump said. "Can't let that go on."

Trump also said the governor of the state, Tom Wolf, has to call in the National Guard – but Wolf, a Democrat, did that on Tuesday.

Wallace Jr was killed by police on Monday after they claimed he was wielding a knife and ignored their orders to drop his weapon.

Wallace Jr’s family – who say the 27-year-old was bipolar – have said that on they sought an ambulance and medical assistance for the man, rather than police.

His mom, Cathy Wallace, said police officers had showed up at the family’s home in Philadelphia three times on Monday and knew it was a mental health situation.

The mother alleged that one of the times cops showed up, “they stood there and laughed at us.”

In response to the violent protests, Biden and his running mate Kamala Harris said they feel "shock and grief … especially for a community that has already endured so much trauma."

"Our hearts are broken for the family of Walter Wallace Jr., and for all those suffering the emotional weight of learning about another Black life in America lost," the two said in a statement.

"We cannot accept that in this country a mental health crisis ends in death.

"It makes the shock and grief and violence of yesterday’s shooting that much more painful, especially for a community that has already endured so much trauma. Walter Wallace’s life, like too many others’, was a Black life that mattered."

Trump said Biden "has been doing this for 47 years" and claimed that Biden "doesn't want to condemn that."

"You have to condemn, you have to be strong. You can't have chaos like that. He'll be very weak."

Trump went on to he loves Philadelphia, as he went to school there, and alleged: "Joe is all talk no action, gotta have some action."

The White House on Tuesday said "the riots in Philadelphia are the most recent consequence of the Liberal Democrats’ war against the police."

"In America, we resolve conflicts through the courts and the justice system," Press Secretary Kayleigh McEnany said. "We can never allow mob rule."

"The Trump Administration stands proudly with law enforcement, and stands ready, upon request, to deploy any and all Federal resources to end these riots."

The violence unfolded in Philadelphia with just a week left until Election Day.

American flags were torched in New York City on Tuesday after the protests spread from Philadelphia, where dumpsters were set on fire, stores were ransacked, and violent clashes between protesters and police ensued.

Riots and looting over his killing then expanded to New York and Washington, DC, after raging for a second night in Philly on Tuesday.

Shocking footage showed a man carrying a burning star-spangled banner through the streets of Brooklyn, where WABC reported that dozens of arrests were made and least nine NYPD vehicles were damaged.

A car was also filmed ramming into an NYPD barricade last night while cops tried to smash the windows with batons.

The violence intensified in other states as rioters looted stores, set fire to trash bins and smashed up cars in the ransacked Pennsylvania city.

Roughly 500 people gathered at a West Philadelphia park on Tuesday, where they chanted and marched through the neighborhood.

More footage which emerged that day showed rioters hurling trash cans at a line of cops and another that showed looters sifting through trashed stores.

Another black man, Karon Hylton, also died on Monday after crashing his scooter into a car while being chased by police in DC.
